Video Mode Not Working

I have the Canon T3i/ 600d and I bought it for picture and making short videos. I currently have a Canon 18-55 base kit lens. The pictures are great, but I never can film video because no matter the settings I will always have noisy/ grainy bad video. I have tried all different settings, changed ISO's and looked online and nothing has worked. I even bought a 50mm lens but no difference when filming video, so I returned the lens. I am considering selling my T3i for a Canon 60d since that model is used for video a lot. Any tips on what I should do to salvage my T3i? Should I buy a new lens or a new camera?
