IIRC, when the scene is too dark and you get that indication from the meter, it is telling you that the scene is beyond the capabilities of the auto setting you may have set and the EC.

I think that you have to do something (raise ISO, lower SS or open up aperture, add light, etc) to get the exposure up to a level where EC will work.
