It could be the monitor. Check that the refresh rate is a multiple of 24. A 60Hz monitor for example may not playback 24fps smoothly. 120Hz would be fine. Many/ most TV's are fine but computer monitors are different. Some TVs have a fake 24 cinema mode which I think extrapolates frames on the fly. The GH4 LCD screen refresh rate is not a multiple of 24 IIRC so artifacts will be visible.

I have seen exaggerated judder when I accidentally render to a framerate different from the source. Sometimes there is a mismatch in the wavelengths
