I can't speak for the RX100M3, but my RX100M2 is soft compared to my GH3. It's even more so when you use the "active steady shot" stabilization, which actually crops the sensor a bit and then scales, translates and rotates the image to counter camera movements.

Personally I never expect any video camera to do an adequate job of stabilization on its own without some external assistance such as a tripod or stabilization rig. My expectations are low, and so I'm never disappointed.
