Thanks for doing the test.  It sounds like your copy may be worse than mine.  In my ~60mm shot, a lot of people would not notice the jitter.  In the 140mm shot, it is definitely noticeable.

BTW, I went back and looked at a long (1 minute) hand-held stationary shot that I did over a year ago with the GH3 and the 45-175mm, shot at 45mm.  This shot was used in a DVD.  I had never noticed any jitter in many, many viewings and editings, but if I look for it, it is there.  No one else has ever commented on it.  Again, at 45mm it is very, very minor, but it is there.  The shot is a stationary shot, but there is a lot of movement going on in the background, and since the eye tends to follow movement, the viewer is distracted from the slight jitter.

I suspect that many/most/all Pansonic zooms (and maybe others) have some slight degree of jitter when hand-held.  In fact, this may be endemic to in-lens stabilization.  But in many/most cases it is only noticeable if one is looking for it.

We probably will never know, since (1) many/most people have fairly high tolerance for defects and will insist that their lens has zero jitter (2) many/most people really aren't very observant (3) many/most people don't view their videos full size on a larger (say, over 17in) monitor (4) many/most people prefer to believe that whatever they bought is defect-free.

I suspect that this last paragraph will be the subject of angry protest.  It will be interesting to see.
