The Yongnuo 603 II's, and a majority of Nikon speedlites are known to not work on the NX hotshoes.
This is not really Samsung's fault, but rather the fact that they use different trigger voltages. I personally use Yongnuos with a variety of triggers, and they all seem to work fine.
Also it's reasonable to expect a third party, non-standard (Non-ATTL) flash to not have flash settings on camera. Buy a first party, or a Metz, and they'll allow you to have a bit more control.
I do agree that the flash support could be better, but you're looking at the lowest end NX. Every other mirrorless system has this kind of 'poor' support at the low end and I think it's reasonable.

The yongnuo 603 II works fine on the NX300 and NX30, I use the canon version myself so I can't speak for the nikon's. Just make sure its set to transmitter mode and dont expect the camera to notice there is a flash attached. But when you fire it below sync speed it triggers without a problem.
