Variable Bit Rate vs Constant Bit Rate

I understand that VBR will usually give you a better compressed file size because it can use a higher bit rate for scenes with a lot of motion and a lower bit rate for scenes with less motion. I shoot a lot of scenes on a tripod because of shaky hands and therefore the backgrounds are pretty static. I'm finding that the backgrounds are getting blotchy due to the lower bit rate. To fix this I've been using CBR at about 15mbs.

Am I interpreting the problem and solution correctly? Should I be using a higher bit rate?
