I had similar results. I rented the lens and took it to my local airport to photograph aircraft landing.

Without the extender engaged the IQ was very good. With the extender my images were a bit on the soft side. And this was the same at slow shutter speeds (to capture prop blur) and fast speeds for jets.

As a comparison, using my 300 f2.8 IS II and 1.4xIII results in very sharp images. I'm not saying the 200-400 is bad, but maybe it's just not a good match for me and my panning abilities.
