Short answer:

1/50 (1/60) is a full cycle of mains, hence we have the special mode in flashes, and exposure always lasts full mains cycle.

Using longer shutter open will get ghost images as ie people movement.

With shorter shutter times ie 1/200 there maybe difference between several shots depending

a: type of lamps used b: what is the timing between shutter open to mains phase.

In a dark room the exposure is same  between flash shots. Lights on there can be a visible difference on exposure  between shots. This is often thought as a fault in flash or camera. (Shutter time <1/50)

The flicker effect is often visible in video.
