Dynamic Image Stabilization only operates in Video mode (it automatically switches).  It compensates for even greater movement ranges (such as when you are walking with the camera).  I can say that it works very well with my 18-135 STM (the 18-55 STM also has Dynamic IS).

Whether or not to use standard Optical Image Stabilization when shooting stills depends on the subject.  IME if you are shooting fast action of any kind, then I'd recommend turning the IS off completely as it will fight your tracking motion.  Proper tracking is the best way to improve your keeper rate IMHO.  IS can also slow your shooting down (waiting for the IS to stabilize properly).

For still or slower moving subjects (or ones that are quite far away), then the IS can be quite beneficial, especially in lower light.

The benefits of IS also vary with the individual photographer.  It would be best to do your own tests to determine when and where to utilize this great feature.
