SO... how is the 7D Mark II sensor different than the 70D's?

I've been scouring press releases and videos for a while and finally heard a mention of how it was different in this video:

The quote I heard in this video:

But we're told the sensor has been designed from the ground up with completely new microlenses for better efficiency or light transmission.  This should ultimately result in better image quality which we'll be able to confirm once we have a review sample.

There's also mention of the ISO range (granted, it's a comparison to the 7D).  I'm wondering if the improved light transmission is responsible for the higher ISO possibilities.  In fact, in this video:

Scott Kelby says it's the best HIGH ISO performance he's ever seen in a crop sensor DSLR.

Is that enough to call this sensor "all new"?  For me?  No.  For Canon marketing?  Obviously it is!  For me it's enough to call it "somewhat new", but that doesn't "sell" very well.  But hey, maybe there's more info lurking out there to justify the marketing hype.
