Of course the ISII is a reasonable comparison. Who cares if it is currently being produced? It is a good lens and a bargain.

Are you sure it isn't being made? Canon is so big they have product segmentation even in the kit lenses.

Used ISII's are widely available and I got mine for under $90. It does not focus well on the EOS-M+adapter, but the EOS-M isn't exactly a speed demon itself. It'll do fine for non tracking shots. EF-M at more than 3x the price doesn't seem worth it. In fact I'd rather get the EF-S STM despite its larger size. It costs less with USA warranty, can be used on DSLRs, and is probably easier to resell. If the EF-M cost less and were actually legitimately sold in the USA, I'd consider it a lot more strongly.
