Ansel Adams is just musing here, and it is a quote out of context. He is not talking about photography in general but of individual photographers.

Digital photography is not an art form that should be restricted to a selected few, and this is not what he is saying. He is saying that if you are forced to learn you craft then your results will be better.

If you want art then you have to learn, there is no short-cut.

However there is a whole lot of photography that means the world to those that capture it. Births, weddings, holidays, etc. are memories that can be captured and shared easily between those with whom it means a lot to. The ease which which we can now do this is nothing short of extrodinary.
