What would be best birding combo?

My son is interested in bird photography. His subjects are birds of all kinds from those in the backyard to those in waterbodies and sanctuaries, both stationary and in flight.Currently he is using FZ100/FZ70 Panasonic bridge cameras but is not entirely satisfied with those.

Will an inexpensive body like Nikon D3100/D3300/Canon D700/SL1 and Tamron 150-600 or Sigma 150-500 be satisfactory or,

will a prosumer body and 70-300 with 2X tele be a better option?

I would appreciate any suggestions.
