When is high ISO important in relation with Shutterspeed?

When is high ISO important in relation with Shutterspeed?

When you use the 12-35 /F 2.8 lens lens how many of your pictures "need" more than ISO 3200?

In what kind of an surrounding  are you than?

So the thought is, is this all theory or necessary to go higher than ISO 3200?

The shutter speed should not below 1/8 sec. (otherwise blurring)
