The disappointing quality of the 18-135 seems to be confirmed by a recent review on Admiring light.

I expected much better quality from that zoom, that's why it feels disappointing. My last travel zoom was Sony 18-135 and it was a very decent lens. The Nikon 18-140 was also tested well, though I don't have a personal experience. My old Canon 28-135 was also excellent on FF body. So there are precedents of quality zooms in that range. Based on high price of the lens I hoped Fuji would do much better.
