How to use fill-in flash on A6000?

How to use fill-in flash on A6000?

Say, I have a bright background and some people in shade in the foreground. I would like to have a suitable exposure for the background, and then use the flash to light up the people in foreground. Here is what I tried:

1) point the camera to background, push the AEL key, and then pop up the flash. But then it forgets the AEL values.

2) Pop up the flash, point the camera to the background, push AEL. But then the camera does not select appropriate values for exposure. One picture I tried it chose F16, 1/160, not ideal, and flashing, meaning it did not like the values. Perhaps, with flash it does not make sense to go below 1/160? Is that why it chose F16?

So, I didn't manage to get any good result.
