Most likely cause is there was some moist build up after the camera was brought inside with a more humid air. If you use the lens to zoom in and out you effectively pump in warm moist air in a cold camera body. The result is that the moist air cools and condensates inside the camera. The best thing to do is remove all batteries and flash card and give it a week in a dry and warm place and see if it turns on again. If not, you'll have to send it in to canon for repair.

As you may know, best practice in cold weather is to let the camera warm up in a closed bag without circulating warm air around it. After say half an hour the camera is safe to take out of the bag. Always check if there's moist on the outside. If so put it back into the bag and wait a little longer.
