Well this is also playing to manufacturers hands. Honestly most manufacturers are happy with it because they use this as an excuse to prevent cannibalizing their more expensive "camcorders". I know there is the sensor overheat concern but almost all the modern cameras can start a new recording right after the previous one is finished, so it cannot be as severe as claimed.

The question is why don't they implement SSC (stop, save, continue) into their cameras if it was only for the tax laws, since a $70 action camera can easily do this. (Actually Mobius even has a 2 sec overlap in between the multiple sequential recordings for easy sync at post production). The answer is: "Because they don't want to"

SSC has been around for quite some time, but it was primarily used when the 4GB file limit was hit, to be able to continue recording seamlessly.

I honestly don't know whether implementation of ssc would still put a camera into the "camcorder" zone (the extra tax zone), or it would help to avoid the zone, as any single file recorded does not exceed 30 minutes; but in the end where there is a will, there is a way.

And apparently there is no will...
