Keep in mind that long lenses to photograph birds can be very expensive. As a minimum you'd want the EF-S 55-250 IS STM lens for shooting birds. That's probably the best value in terms of image quality, focus speed, and price.

It's going to be mostly photos and rarely videos.

Yes, the 600d is well within my budget but I can spend extra $100 for the right camrea

Pricing varies so much country to country, so I have no idea how the price of the 60D compares. But, the 60D's higher frame rate and deeper buffer would be a big plus for shooting birds.
