"Image resolution" - how would you interpret it?

Thank you everybody. I see the opinions are pretty much on the side of dimensions. The reason for conducting this survey was that I purchased a CD with images to do large prints and the saleperson claimed they were high resolution images. When I opened the images they were over 3000pi on the long side but only 96 dpi which meant the largest printed picture at decent quality would be 8x12. So I was just curious if people mean picture dimensions when they say 'high resolution'.
