Upgrade from T3 or new glass?

Hi Rebel folks,

Quick question on behalf of my daughter... She owns a T3 with the 18-55 kit lens plus a couple of others (50 1.8 and an inexpensive longer zoom). She's had it for 2-3 years, enjoys photography, is creative and has a good eye. She's heading off to college and I'm going to help her upgrade her equipment some, with a budget in the $500-600 range.

A couple of thoughts...

- faster/wider/better standard zoom, like Sigma 17-50, to replace the basic kit lens

or

- upgrade body and kit lens to a newer-generation Rebel, possibly a refurb to stay on budget. The SL1 is interesting because of the size - she's tiny and has small hands.

My first instinct is to go with the lens, since that presumably would provide better IQ in addition to being a little wider and faster, which would expand her creative options a bit. On the other hand, if the newer body + newer-generation kit lens is that much better than what she currently has, that might be the better option right now. I'm not too familiar with Canon and the differences/improvements between Rebel models, so I'd greatly appreciate any perspective you might be able to give.
