CPL or ND filter?

I have 1 CP that fits my UWA lens @ 77mm. I am thinking of another filter for times when the sun is at a shallow angle & some kind of filter is needed. I have used the circular polarizer to good effect for high reflective surfaces & bright sun, but they are pretty expensive for a decent one. I will probably want 2, 1 for a 70-200f/4L & 1 for my 15-85. Any suggestions for a good ballance between cost & quality.Truth be known, I would rather pay extra for quality, but any suggestions would help. TIA
