If I had to guess I would say it's either a design flaw or bad firmware based on my tests with the two 14-140ii lenses I tried.

I recorded the issue like you did and showed it to the salesperson at Samy's Camera in LA. At first he wasn't sure what I was talking about but when I showed him the same scene shot on my old lens, he got it and agreed something wasn't right. I returned it.

What's worse is that on the GH4, the jitter creates jello-looking footage especially in 4k where rolling shutter is more of a problem. When you show people your test footage, I think they assume the problem is with how the scene was shot--Aperature or shutter speed-- or a problem with the camera. If the stabilizer worked correctly, as it does on the original 14-140mm, you would still get a few artifacts but not nearly as much as you get with the 14-140ii.

I'll buy the lens again if there's a fix. I've been trying to get in touch with a rep for Panasonic and show them the problem. You should try the same.
