The reviewer shows he can manage to get sharp photo at 1.3 sec (100% cropped) or even at 1.6 sec hand-held in very low hit rate but definitely I can push down slower than 1/4 sec.  Just fire bunch of shots and hope 1 or 2 photos are really sharp at one scene that is a big advantage of 'IS' even at WA lenses today.  I really hope Canon will release an IS version of 24-70L/2.8 that I am willing to spend $1000 more to get the IS version after selling current non-IS L II version.

No, I don't take your word for it. Post replicable, transparently reported images to support your allegations. Otherwise it's all in your head, and they will remain just that, allegations. Evidence is the basis of rational debate. Testing thereof is the path to advancing knowledge.
