There's no reason to suppose one is always better than the other. One approach will in some situations certainly be better than the other for reasons that have nothing to do with AF accuracy or speed. Examples:

The AF illuminator lamp will be better in situations where you don't want to subject the people being photographed to bright flashes prior to the shot.

But I would note its a dim light to the photographer.. its like being laser sighted by a sniper for the subject

The pop-flash will be better in situations where you want to use AF points that are not in or near the center of the frame. The AF illuminator covers only a small central area of the frame, but the pop-up flash also works with outlying AF points.
