This is true. You can simply take a design for an SLR and, in effect, fix an adapter permanently to the back of the lens.

I think this has been done by some independent lens makers.

Generally, SLR lenses adapt better than rangefinder lenses to mirrorless cameras. In fact, SLR lenses of all ages adapt well, except those recent ones that are lacking aperture or even focus control rings.
