Photographers rights?!?

That expression is being bandied around on a couple of threads at the moment, and it leaves me a bit puzzled...

What does it actually mean?

What special rights can a photographer have that need to be differentiated from other rights? What rights are conferred on person solely due to the fact that said person is using a camera that other people do not have? I can't think of any...

Some people even seem to use the expression as a 'polite' translation of 'I can be as obnoxious as I want to as long as I use a camera'. How did this come about?
