Indeed. In my own experience -- I worked for Nikon USA for 8 years, 5 of them as a sales rep -- it's rare when any of them don't stuff the channel at the end-of-fiscal year. (To be fair, Canon did it much less in my day.) It's not a practice limited to Japanese companies, however -- like soccer, stuffing the channel is a popular game worldwide.
