In terms of total light gathered, yes.

Ok, but you don't seem to understand that it determines the total noise (and dynamic range) from an ideal sensor (or whenever the read noise is low, like in most situations with the current cameras).

In terms of light intensity (which determines the f-stop), no.

And who cares about the illuninance? It determines nothing. In fact the highest illuminance you can find in the phone cameras, which produce poor noisy picures.
