International graphic standard for any print is 300 DPI if possible... no matter how large or small it is.
I'm not sure why someone said there isn't a "simple answer" because that's it, right there.
Any commercial printer you go to will ask for a min of 250 DPI, with an ideal of 300.
If you're shrinking it make sure you don't resample.

If you're enlarging it, only resample if the DPI will go below 250 to minimize artifact.
