Remember that Samsung is new to the High end Camera market the OIS in the first Generation 50-200mm which I believe was a launch lens. likely was going to be soft. 
The softness comes because it is adjusting regularly. On a tripod it isn't needed. 
The price is the difference in the brand. MFT lens are usually cheaper. Samsung wasn't looking to make the cheapest lens', and they didn't have the Four Thirds experience. It is the risk of adopting an early lens from a new manufacture. 
(Which is also part of the reason Samsung hasn't done as well, Olympus, Sony/Milnota, Nikon, Canon, Pentax all have camera history.. Samsung really doesn't.) 
I do find that it works well enough and haven't run out to replace it. I've heard that the 2nd and 3rd version of the lens are sharper. Though I haven't played with either myself.
