Help me buy my first, entry level dslr, old but good dslr or mirrorless ?

Hi guys , I'm new when it comes to photography, have always been fascinated with pictures but didn't have the means to buy one before. I asked some of my friends who are pro photographers and some have varied suggestions. I also checked youtube for reviews on entry level dslr's. One of friends told me that I should go mirrorless, because it is newer technology from the ground up and has an apsc sensor, most modern dslrs are apsc right?

canon 7d - theres a body for around 950 usd.

Things that must be considered.

budget max of 1200 usd with lens.

is weather sealing that important ?

good in lowlight - planning to take ashot of the city far away in the moutains, nightshot overlooking the sea

what lens is best ?

I'm leaning towards XM1 but it says video recording is bad.
