No, not an order of magnitude better. Less than an f-stop better as far as sharpness is concerned. My 75/1.8 beats my 45/1.8 with both wide open but stopping the 45/1.8 down one stop is sufficient to reverse the order. It continues that way down to f/4 where both reach their peak and where both are very sharp across the frame.

With respect to bokeh (the quality as opposed to quantity of background blur), the 45 is marginally better than the 75. The 45 has less vignetting and therefore less deformed blur discs towards the edges at wide apertures. Of course, both do very well in this department too. I am certainly not out to put the bokeh of the 75 down.

H e r e are some of mine with the 45 ... It happens to include some people ... no drama and not the slightest bit intimidating. That's a nice thing about this gear - its smallness makes it easier to connect with the subject.

Oh ... The 12mm/f2.0 - also worth a look but more costly than the 45
I like the 17 for 'normal use' too

Well designed gear performs better for longer than well marketed gear.
Odd that people complain a lens is not sharp enough,
and then proceed to make pics where 95% is OOF ..
