I have a 600D rebel, as well as the same 18-55 and 55-250 kit lenses, so for what it's worth I can't really suggest anything lens-wise. But, for weatherproofing, if you want to gain some weather resistance without burning your wallet with L-glass, what about those rain-hoods that come with a clear filter on the front? I haven't used any myself, so YMMV, but I've been thinking of trying one so I can shoot by the pool this summer and not live in fear of a camera-destroying cannonball...

As for upgrading the body, perhaps buying a (gently) used 600d/t3i would save some cash and still boost your ISO needs? It'll do up to 12,800 in boost mode, but it's super noisy that high. I try to stick around 3,200 tops, personally. I'm not a videographer by any means, so I look at the t4i and t5i and think, "Well, I guess I don't need to upgrade..." though I think the t5i has an even higher maximum ISO.
