Not surprising. Unlike pretty much all other manufacturers, Fuji is known to deviate by about that much (half a stop or so) from the ISO norm that the manufacturers have generally accepted to follow. In other words, the Fuji images will come out about half a stop darker than they should. When DPR compensates for that when shooting their studio scene samples (as they do), the Fujis will enjoy an undue advantage of about that much (half a stop). See the "noise and noise reduction" section of any DPR review.

Note that the discrepancy we are talking about here has nothing to do with the difference between camera ISO and "measured ISO" reported by DxO. The difference measured by DxO does not reflect any deviation from the ISO norm the manufacturers have accepted to follow. The manufacturers are free to calibrate this as they please and different calibrations does not mean that one camera is advantaged over another in comparisons of samples like those offered by DPR.
