I would be inclined to choose the non-VR and pocket the difference which would get you half-way to the 35mm f/1.8G The reason being that the original lower cost variant has an ED glass element which is normally reserved for the better Nikkor lenses. For some reason (cheap), Nikon opted to drop the ED glass from the VR variant and use a more complex optical design.

I have the original and it is a very nice performer specially when stopped down a bit. Have not had much of a need for VR at these short focal lengths specially with the high ISO capabilities of modern sensors.
