It does for me. Select the "AF" icon at the bottom of the screen (second from the left) to activate Focus Mode selection, then touch the icon that has a hand with extended finger (third from the right).

As for other apps, I use Snap Camera for ordinary photography and Camera360 Ultimate for fun photography. If you like easy access to tons of settings, or if combining shots into wide-angle and/or panorama is your thing, you might like Pro Camera.

I'd probably use VSCO Cam, because these days I do most of my editing in VSCO Cam, except that the camera part of their app isn't ready for prime-time. Among other things, it gets the EXIF wrong.

Thanks Doug for the help.  Yep, I selected the hand icon and now love the touch capability.

I tried Camera360 and VSCO and didn't like either and took them off.  For now I will use the Note 3 default camera and FV-5.

I want to see if I will actually enjoy using my Note 3 for more causal photography.
