What the OP is demonstrating is more haze than flare

3 ways to make this effect happen

1) take a cold camera inside a warm room

2) get some smudge on lens surfaces (front or back) on purpose or not (using poor lens papper to wipe will do the trick

3) Shoot gainst light in a environment that has humidity or particles(pollen, dust, smog, whatever) suspended in the air

The biggest culprit is a UV filter though. get rid of it - digital cameras have no need of them.

I've done a number of tests with and without a UV filter and never found any noticeable increase in flare, even in extreme conditions.

However, with very bright lights in the central part of the image there may be ghost images in shots taken with a fast lens at large apertures.

Should You Use a UV Filter on Your Lens?
