The E-PM2 body stabilisation only works during the exposure. You can check this by using a 1 second shutter time and listen, the crunch of the IBIS only starts with the shutter.
In my case though on E-PL5 I do get image stabilisation all the time in live view without having to press anything, that's by using a Panasonic 45-150mm and using Lens IS Priority = On. Cheating but nice. The E-PM2 also can use unswitched OIS lenses.
As for effectiveness, I find much the same 3 stop advantage with 2 axis IBIS or Mega OIS. The 3/5 axis stabilisation may add a stop or stop and a half to that.
