X100s built in flash problem

I’ve been using my X100s for around 6 months, and have come across a problem with the built in flash.

Situation is when I take photos outdoors in daylight, I expose for the lighting condition in the background, then use the built in flash to illuminate the subjects in the foreground.

What I’ve found is that the flash level is very erratic – it over exposes and under exposes the subjects in the foreground at random – I can’t pick a pattern at all.  2 main observations:

1)  When I take consecutive photos within seconds of each other with exactly the same settings, the flash level is different

2)  When I manually adjust the flash level while keeping all the other settings the same, sometimes I get the desired effect, but sometimes I get the opposite effect – eg if I turn the flash level from 0 to -2/3, the flash gets brighter rather than dimmer as expected.

Attached are 4 photos (2 sets of 2) to illustrate the problem.  Settings as follows:

4741 & 4743:  F4.0   1/2000s   ISO 400  Flash:  -0.7

4942 & 4943:  F5.6   1/950s   ISO 800   Flash: 0

4741:   F4.0   1/2000s   ISO 400  Flash:  -0.7

4743:   F4.0   1/2000s   ISO 400  Flash:  -0.7

4942:  F5.6   1/950s   ISO 800   Flash: 0

4943:   F5.6   1/950s   ISO 800   Flash: 0

As you can see, the flash level changed significantly in these photos, even though the settings were exactly the same.

Am I missing something?  I’ve never experienced this before with any camera with a built in flash (I’ve been using a Nikon D90 for the last 5 years).

Would appreciate your comments please.
