That works for the majority of my cameras, but I've had some, like the Samsung GX-1S that I currently use most, where the lowest ISO setting compromises dynamic range.  Its lowest ISO is 200, but according to DPR's tests of cameras using the same sensor, the actual base ISO is somewhat higher than that.  The result is that ISO 200 blows highlights that are retained at ISO 400.  My camera has no intermediate ISO steps, but since noise levels are still quite acceptable at ISO 400, that's where I keep it.
