I can't remember where I read it, but it was an article on sharpness and the author, who had enough published photos to make me think he was worth listening to, said that 1/250th is as slow a shutter speed as you want to do before needing a tripod when after maximum sharpness.

You can definitely hand-hold 1/4 -1/2sec shots, but for max sharpness, it's no good.
