Looking for the Best Budget Options for 400mm Lens for D7100

I just recently upgraded from my D7k to a D7100 and at this point I'm looking at my options on an approx. $1k or so budget for getting to 400mm+. I don't necessarily need AF-S, but do want a VR type lens and have been going nuts reading every review trying to figure out what my best option is and I'm not coming up with any clear cut answers that are in my price range.

From everything I have read it sound like about the best option is the Nikon 300mm f4 lens with a Nikon 1.4 tele-converter, but when I add up the price tag I'm looking at about $1,550 which is a out of my budget.

So looking at the Sigma 50-500 OS or 150-500 OS, Tamron 150-600 VC, or Nikon 80-400 D VR series (which I can get used for about $650) what is the best option?

I already have and Older 80-200 f 2.8 non VR Nikon lens which I love, and a Tamron 70-300 VR which also works well, so another option would be to either get a Nikon TC14-E2 1.4X Teleconverter that would work with my all of my lenses for $400 or a Tamron SP AF 2X or 2x Pro Teleconverter for $190/255 that would extend what I have into the range making my 80-200 f2.8 into either a 400 f5.6 or 280 f4.

So What are the best options primarily for wildlife or more static subjects (not shooting sports)?
