Yes the non AF-S lens would focus on the D7100.  The older model goes for around $700 used.  I think the safest thing is to rent the new one and try it out.  Then buy the old one and compare, sell later if it doesn't meet your needs.

Is the new lens overpriced?  Yeah probably but what new lens isn't.  It is apparently a good enough lens for pros to make a living on.
