But a single standard for what?   JPG brightness rendering for a given light throughput?  Raw full saturation?   Raw at a certain count?

With these mostly ISO-less cameras, ISO is really not as relevant as it used to be.   You could shoot at ISO 200 and choose your desired shutter and aperture and even if the exposure is very dark you can push the exposure in post and will actually get similar noise results and more highlight retention than having a higher ISO with the "correct" exposure.    That's exactly what Fuji does with their DR200 and 400.  While the RAW says ISO 400 or 800, it's really an underexposed ISO 200 in raw and then a strong curve applied to bring the JPG up, giving an effectively higher ISO effect.
