It may be easier to process in RAW in order to control the highlights while retaining detail but a couple of stops shouldn't be a problem unless it's a very bright day.

The exif on this eagle shot on a sunny day by another member indicates f/9, 1/1600 at ISO400...........almost identical to your top three..
