In the good old USSR, while you couldn't exactly ride a bus for free, you could:

  • Ride the bus for next to nothing (a ticket was 0.04 rubel. Average wage was something like 200 rubels per month).
  • Eat for next to nothing (0.1 rubel would get you a lunch, 0.5 rubel would be a three-course meal).
  • Rent for next to nothing (around 10 rubels per month, if I recall correctly).
  • Medical care was free.

The rules... Well, yes.  You had to follow the rules.
