Sony A65 Exposure inconsistency - Popup Flash Flash overexposure

In my experience I have had times when the camera tends to overexpose the scene, and I thought maybe it is my inexperience that is causing it. But NO. today I have proof that the camera actually gets confused, and picks a higher ISO leading to overexposure and my thought process is as follows:

The Camera is in P mode, I have the flash popped up. As I compose the scene, the camera picks a higher ISO because it has a signal that there is no flash or the flash is not charged and ready to go. But when I press the "button", the flash still goes off, leading to an overexposed picture.

Here are two pictures of the same exact scene. In both cases, the flash was fired, but picture#1 has been overexposed.

ISO 400, F4.0, 1/160

7 seconds later, I get this perfectly exposed picture.

ISO 125, F4.0, 1/160
