Android CPU portability?

Android CPU portability?

I have the impression that various Android devices use different CPU (processor) types. So when a user goes to the Google play store, are there apps available for each CPU type? If I develop apps for Android, do I need to create versions for all CPU types? Or does the Java runtime take care of this?

I was thinking about this yesterday when comparing the app availability on Surface Pro vs non-availability on Surface RT (although they do not call it RT any more).

Another less important question: why does Samsung have buttons ordered (from L to R) menu/home/back, whereas Google devices have back/home/menu?
